
Dr. Spann is currently the Assistant Provost of the Center for International Studies and Programs (CISP) and the Center for Experiential Learning and Career Services (CELCS) at The University of Toledo. CISP includes the American Language Institute (ALI), Office of International Student & Scholar Services (OISSS), the Confucius Institute and Education Abroad. He is also the Director of Camp Adventure. The Camp Adventure™ program serves children of military families overseas by integrating UT students learning with service. Dr. Spann works closely with several student groups on campus as well as mentoring minority students. He earned his Ph.D. in Special Education/Curriculum and Instruction, his M. A. in Special Education, Severe Behaviors and Autism and his B. A. in Infant and Child Development. His publications include an article in Liberian Studies Journal, titled, “Admitting, Retaining, and Graduating Students with Disabilities in Higher Education in Liberia” and “Analyzing Parents Perception & Satisfaction of Services Rendered to Their Child with Autism: A Phone Survey,” in the journal, Focus on Autism and Other Developmental Disabilities. He does numerous presentations every year and has worked in higher education for over seventeen years. Dr. Spann has traveled extensively in over 60 countries around the world. Most recently, he was awarded a 2015-2016 Fulbright U.S.- Japan International Education Administrators grant to Japan.
